Results of NCCIR meeting dated 08 May 2018

According to NCCIR decision, “The Register of Telecommunications Operators and Providers” was supplemented with 16 positions. “The Unified State Register of Postal Telecommunications Operators” was supplemented with the information of one economic entity. The Commission issued one license and extended the validity of one license for operating in telecommunications sector, also NCCIR issued six licenses, re-issued four licenses and extended the validity of two licenses for the use of radio frequency resource of Ukraine. These and the other decisions were adopted during the regular NCCIR meeting on May 08, 2018.

According to the Commission’s decision, seven operators and nine providers were added to “The Register of Telecommunications Operators and Providers” on the basis of market participants’ applications.

Moreover, a sole proprietor Honchar M.I., LLC “TVOI NET”, Private Enterprise “PERSHA TELEKOMUNIKATSIINA KOMPANIIA”, LLC “KRAM”, LLC “VELTON.TELEKOM” and a sole proprietor Lushchan Ye.I. have informed the Commission of change in the contact details, the type of activity or the territory of activity to make relevant information in “The Register of Telecommunications Operators and Providers”.

In accordance with the Part 6, Article 8 of the Law of Ukraine “On Postal Communication”, Procedure for Conducting the Unified State Register of Postal Telecommunications Operators, approved by the NCCIR decision dated 29 November 2016 No. 623 and registered at the Ministry of Justice of Ukraine on December 21, 2016 under No. 1679/29809, on the basis of notification on information entering into “The Unified State Register of Postal Telecommunications Operators”, NCCIR has included information into “The Unified State Register of Postal Telecommunications Operators” about LLC “HRANDES TUR”, which will provide services for mail receiving, mail processing, transportation and delivery of postal items, execution of consumers’ requests on postal transfers, execution of consumers’ requests on banking operations in the territory of Ukraine and Spain.

NCCIR has adopted the decision to issue a license for engineering maintenance and telecom networks operation in the territory of Kharkiv, Poltava, Sumy cities, Sievierodonetsk city (Luhansk Oblast), Kramatorsk and Mariupol cities (Donetsk Oblast) to LLC “OZONE”.

By the same decision, NCCIR has re-issued seven licenses to LLC “Ukrainski novitni telekomunikatsii” (due to the change of a legal entity’s location):

  • two licenses for the provision of fixed local telephony with the network capacity on to 10.000 phone numbers with the right of engineering maintenance and telecom networks operation, providing telecommunication channels in the territory of Kharkiv and Odesa Oblast;
  • a license for the provision of fixed local telephony with the network capacity of more than 10.000 phone numbers with the right of engineering maintenance and telecom networks operation, providing telecommunication channels in the territory of Kyiv city and Kyiv Oblast;
  • four licenses for engineering maintenance and telecom networks operation in the territory of Kharkiv and Odesa cities, Brovary city (Brovary Raion), Vyshneve city (Kyiv-Sviatoshyn Raion, Kyiv Oblast) and Kyiv city.

Also, the Commission has extended the validity of a license to a sole proprietor Babkin V.V. for engineering maintenance and telecom networks operation in the territory of Chabany township, Novosilky village (Kyiv-Sviatoshyn Raion, Kyiv Oblast) from September 24, 2018 till September 23, 2023.

Due to the failure to comply with the conditions of the Part 1, Article 49 of the Law of Ukraine “On Telecommunications” and paragraph 1.20 (violation of the deadline for submitting an application) of License provisions for operating in telecommunications sector, NCCIR has refused consumer society “Miski informatsiini systemy” to extend the validity of license for the provision of fixed local telephony (except for departmental objects) with the right to create its own network capacity of more than 1.000 phone numbers in the territory of Lviv city and Lviv Oblast.

NCCIR has issued to LLC “SMZ” a license for the use of radio frequency resource for analog ultra-high frequency wireless telephony (radiocommunications of fixed, terrestrial and marine mobile radio service) with a term of 5 years in the territory of Kyiv city and Dnipropetrovsk Oblast.

By the same decision, NCCIR has issued to economic entities licenses for an additional RF bandwidth for a term of 5 years:

  • a sole proprietor Bondarenko Yu.V. – a license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Kherson and Zaporizhzhia Oblast;
  • a sole proprietor Leshchenko V.B. – a license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Vinnytsia Oblast;
  • LLC “INTELESI” – a license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Mykolaiv Oblast;
  • LLC “AIR SYSTEM COMMUNICATION” – a license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Dnipropetrovsk Oblast;
  • LLC “BUDYNOK INFORMATSIINYKH TEKHNOLOHII” – a license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Kharkiv Oblast.

Also, the Commission has re-issued four licenses for the use of radio frequency resource to LLC “Ukrainski novitni telekomunikatsii” (due to the change of a legal entity’s location):

  • a license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) with the period of validity till July 04, 2021 in the territory of 27 regions of Ukraine;
  • a license for the use of radio frequency resource for radio link communication (radio link communication of fixed radio service) with the period of validity till January 29, 2020 in the territory of Kharkiv Oblast;
  • a license for the use of radio frequency resource for radio link communication (radio link communication of fixed radio service) with the period of validity till February 28, 2021 in the territory of Kherson Oblast;
  • a license for the use of radio frequency resource for radio link communication with the period of validity till October 20, 2018 within the territory of Kyiv city, Kyiv, Dnipropetrovsk, Donetsk, Odesa, Luhansk, Zaporizhzhia, Poltava, Mykolaiv and Rivne Oblast.

By the same decision, NCCIR has extended the validity of two licenses for the use of radio frequency resource of Ukraine to:

  • LLC “Traifl” – a license for the use of radio frequency resource for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) from September 15, 2018 till September 14, 2023 in the territory of Dnipropetrovsk Oblast;
  • Private Enterprise “UAINET” – a license for the use of radio frequency resource for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) from January 19, 2019 till January 18, 2024 within the territory of Volyn Oblast.

In connection with the unreliability of the data in the documents submitted by the applicants for obtaining a license, NCCIR has adopted the decision to refuse:

  • a sole proprietor Lifanov O.V. in issuance of a license for an additional RF bandwidth for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Zhytomyr Oblast;
  • LLC “Sudafon” in issuance of a license for an additional RF bandwidth for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Kyiv and Dnipropetrovsk Oblast.

Also, the Commission has adopted the decision (according to the licensee’s application) to revoke a license to LLC “FORTPOST” for the use of radio frequency resource of Ukraine for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Kyiv Oblast.

According to the Commission’s decision, 24 new types of facilities were added to “The Register of REFs* and RCs**”.

The information about four types of radio facilities was changed in “The Register of REFs and RC”.

Upon examination of the application of LLC “PROSAT” and the letter of LLC “Nokia Solutions and Networks Ukraine” concerning the possibility of applying the particular type of REFs and RC in the territory of Ukraine, and according to the results of technical expertise on issues of electromagnetic compatibility of declared REF type, NCCIR identified as possible the use of one declared type of radio electronic facility in the territory of Ukraine.

Also, NCCIR has adopted the decision to amend the annex to the NCCIR decision dated April 03, 2018 No. 192 “On the approval of the list of accredited in the established procedure bodies authorized to conduct activities for confirming the correspondence of radio electronic facilities and radiating circuits” (as amended by the NCCIR decision on April 24, 2018 No. 232).

The Commission has adopted the decision (according to the economic entities’ applications) to re-issue for:

  • PJSC “Chasivoiarskyi vohnetryvkyi kombinat” – a permit for the use of number resource with the capacity of 3 400 phone numbers in Chasiv Yar city, Bakhmut city (Donetsk Oblast); a permit for the use of number resource and a permit for the use of number resource of the final destination signaling code of SS7 network in Chasiv Yar city, Bakhmut city (Donetsk Oblast);
  • LLC “lifecell” – a permit for the use of number resource of the international signaling code of SS7 network in Kyiv city; a permit for the use of number resource of the global telecommunications service of 800 code “Call at the called party’s expense” in the territory of Kyiv city, Dnipropetrovsk, Donetsk, Odesa, Kharkiv Oblast and Autonomous Republic of Crimea; a permit for the use of number resource of the operator code 93 services of choosing an alternative route of fixed international telephony in the territory of Ukraine; a permit for the use of number resource of the operator code 93 services of choosing an alternative route of fixed long-distance telephony in the territory of Kyiv city, Dnipropetrovsk, Donetsk, Odesa, Kharkiv Oblast and Autonomous Republic of Crimea;
  • LLC “Telekomunikatsiina kompaniia” – a permit for the use of number resource in Lviv Oblast with a capacity of: 18 000 phone numbers in Lviv city; 3 000 phone numbers in Lviv and Zhovkva Raion; 10 000 phone numbers in Lviv and Pustomyty Raion; 1 000 phone numbers in Pustomyty city; 10 000 phone numbers in Drohobych city; also a permit for the use of number resource with a capacity of 2 000 phone numbers in Lviv city; with a capacity of 2 000 phone numbers in Lviv city and Pustomyty Raion (Lviv Oblast); a permit for the use of number resource: the final destination signaling code of SS7 network in Lviv city; the final destination signaling code of SS7 network in Drohobych city (Lviv Oblast);
  • LLC “TEKHNICHNYI TSENTR RADIO SYSTEMY” – a permit for the use of number resource with a capacity of 1 000 phone numbers in Sumy city; a permit for the use of number resource of the final destination signaling code of SS7 network in Sumy city.

Also, NCCIR has adopted the decision to allocate a short number 1536 for the organization of social focus directory assistance service of the Ministry of Internal Affairs of Ukraine “MIA hotline” in the territory of Ukraine (owner of the services – the Ministry of Internal Affairs of Ukraine).
