Results of NCCIR meeting dated 05 June 2018

According to NCCIR decision, “The Register of Telecommunications Operators and Providers” was supplemented with 8 positions. The Commission issued four licenses for the use of radio frequency resource of Ukraine. NCCIR re-issued 15 permits for the use of number resource. These and the other decisions were adopted during the regular NCCIR meeting on June 05, 2018.

According to the Commission’s decision, four operators and four providers were added to “The Register of Telecommunications Operators and Providers” on the basis of market participants’ applications.

Moreover, six economic entities have informed the Commission of change in the contact details, the type of activity or the territory of activity to make relevant information in “The Register of Telecommunications Operators and Providers”, as follows: LLC “VINERTELEKOM”, PJSC “Farlep-Invest”, a sole proprietor Hotka O.O., LLC “X-COM”, LLC “AIR-LINK” and LLC “SKAINET-ZAKHID”.

In connection with the termination of activities in the telecommunications sector and according to the economic entities’ applications, a sole proprietor Muzhuk M.F. and LLC “Atrakom” were excluded from “The Register of Telecommunications Operators and Providers”.

NCCIR has adopted the decision to issue two licenses to such economic entities as:

  • LLC “Ukrchermetavtomatyka” – a license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in Dnipropetrorvsk Oblast;
  • a sole proprietor Bezverkhnii M.O. – a license for the use of radio frequency resource for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in Donetsk Oblast.

Also, the Commission has issued two licenses for an additional RF bandwidth for broadband radio access (a radio data transmission system using noise-shaped signal) to:

  • LLC “MAINET” in the territory of Luhansk Oblast;
  • LLC “TELEMEREZHI “YUSANA” in the territory of Sumy Oblast.

NCCIR has extended the validity of two licenses for the use of radio frequency resource of Ukraine to:

  • a sole proprietor Puzanov V.L. – a license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) within Poltava Oblast;
  • LLC “Setilait” – a license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Poltava Oblast.

Due to the non-compliance with conditions of electromagnetic compatibility between radio electronic facilities* (REFs), NCCIR has refused to issue a license for an additional RF bandwidth for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) to LLC “MEHAPROSTIR” in the territory of Mykolaiv Oblast.

According to the licensee’s application (PJSC “FARLEP-INVEST”), NCCIR has cancelled a license for the use of radio frequency resource of Ukraine for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in the territory of Sevastopol city.

The separate decision of the Commission amended the decision of NCCIR dated 07 March 2017 No. 120 “On approval of information and technological cards of administrative services”.

According to the Commission’s decision, 21 new type of facilities were added to “The Register of REFs and RCs**”.

NCCIR has adopted the decision to re-issue 15 permits for the use of number resource to:

  • PJSC “UKRTRANSHAZ” (due to permit’s re-issuing on the withdrawn number resource, according to NCCIR decision, which is used by consumers) – permits for the use of number resource with the capacity of 200 phone numbers in Yahotyn city (Kyiv Oblast) and 300 phone numbers in Berdychiv city (Zhytomyr Oblast);
  • LLC “FTIKOM” (due to re-issuing of the license) – permits for the use of number resource with the capacity of 1.000 phone numbers and the final destination signaling code of SS7 network in Donetsk city;
  • Collective Enterprise “IMPA” (in connection with obtaining a new license) – a permit for the use of number resource with the capacity of 1.500 phone numbers in Kyiv city;
  • PJSC “Ukrainska zaliznytsia” (in connection with the renewal of the license) – 10 permits for the use of number resource, as follows: with the capacity of 800 phone numbers in Horlivka city; 4.000 phone numbers in Yasynuvata and Avdiivka cities; 1.100 phone numbers in Volnovakha city; 500 phone numbers in Chystiakove city; 2.500 phone numbers in Debaltseve city (Donetsk Oblast); 4.000 phone numbers and the final destination signaling code of SS7 network in Lyman city; 200 phone numbers in Kramatorsk city; 1.500 phone numbers in Ilovaisk city; 100 phone numbers in Khartsyzk city (Donetsk Oblast); 10.000 phone numbers and the transitional signaling code of SS7 network in Donetsk city; 1.000 phone numbers in Mariupol city; 1.100 phone numbers in Bakhmut, Siversk cities (Donetsk Oblast); 1.500 phone numbers in Luhansk city; in the territory of Luhansk Oblast with the capacity of: 400 phone numbers in Starobilsk city, 2.000 phone numbers in Popasna city and 1.500 phone numbers in Stanytsia-Luhanska Raion.
