Results of NCCIR meeting dated 03 July 2018
According to NCCIR decision, “The Register of Telecommunications Operators and Providers” was supplemented with two positions. The Commission issued one license for an additional RF bandwidth. These and the other decisions were adopted during the regular NCCIR meeting on July 03, 2018.
According to the Commission’s decision, two operators were added to “The Register of Telecommunications Operators and Providers” on the basis of market participants’ applications.
Moreover, eight economic entities have informed the Commission of change in the contact details, the type of activity or the territory of activity to make relevant information in “The Register of Telecommunications Operators and Providers”.
In connection with the termination of activities in the telecommunications sector, five economic entities were excluded from “The Register of Telecommunications Operators and Providers”.
NCCIR has adopted the decision to issue a license to a sole proprietor Puzanov V.L. for an additional RF bandwidth for broadband radio access (a radio data transmission system using noise-shaped signal) in Dnipropetrovsk Oblast.
According to LLC “DOLIA I KO. LTD” application, the Commission has extended the validity of a license for analog ultra-high frequency wireless telephony (radiocommunications of fixed, terrestrial and marine mobile radio service) in the territory of Kyiv city and 11 regions of Ukraine.
In connection with the failure to provide documents confirming the payment for extending the validity of a license for the use of radio frequency resource of Ukraine and the appeal of LLC “DOLIA I KO. LTD”, NCCIR has adopted the decision to cancel the paragraph 3 of NCCIR decision dated May 29, 2018 No. 287 concerning the extension of the validity period of the license for the use of radio frequency resource of Ukraine.
Due to the licensee’s failure through his own fault to comply with the conditions, as specified in the license (radio frequency resource development not in full) and in accordance with the Article 37 of the Law of Ukraine “On the Radio Frequency Resource of Ukraine”, NCCIR has refused to LLC “Ukrainski novitni telekomunikatsii” in license renewal for the use of radio frequency resource for radio link communication in the territory of Kyiv city, Kyiv, Dnipropetrovsk, Donetsk, Odesa, Luhansk, Zaporizhzhia, Poltava, Mykolaiv and Rivne Oblasts.
In accordance with the paragraph 1 of Part 1 of Article 38 of the Law of Ukraine “On the Radio Frequency Resource of Ukraine”, the Commission has cancelled to a sole proprietor Mamontov S.O. two licenses for the use of radio frequency resource of Ukraine for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Poltava Oblast.
In accordance with Article 26 of the Law of Ukraine “On Radio Frequency Resource of Ukraine”, the Regulations on the Procedure and the Form of Maintaining the Register of Radio Electronic Facilities and Radiating Circuits that may be applied in the territory of Ukraine in common bands (public radio frequency bands), and the application of Subsidiary Enterprise with 100% of foreign investments “Ericsson” concerning the possibility of applying the particular type of REFs and RC in the territory of Ukraine, and according to the result of technical expertise on issues of electromagnetic compatibility of declared REF* type, the Commission amended the annex to NCCIR decision dated September 21, 2016 No. 485 “On the determination of the possible use of radio electronic facilities in the territory of Ukraine”.
