Results of NCCIR meeting dated 24 July 2018

According to NCCIR decision, “The Register of Telecommunications Operators and Providers” was supplemented with 17 positions. The Commission issued six licenses for operating in telecommunications sector and extended the validity of three licenses for the use of radio frequency resource of Ukraine. These and the other decisions were adopted during the regular NCCIR meeting on July 24, 2018.

According to the Commission’s decision, seven operators and ten providers were added to “The Register of Telecommunications Operators and Providers” on the basis of market participants’ applications.

Moreover, 35 economic entities have informed the Commission of change in the contact details, the type of activity or the territory of activity to make relevant information in “The Register of Telecommunications Operators and Providers”.

In connection with the termination of activities in the telecommunications sector, ten economic entities were excluded from “The Register of Telecommunications Operators and Providers”: LLC “LUCKY NETWORK”, PJSC “Inhuletskyi hirnycho-zbahachuvalnyi kombinat”; sole proprietors: Sukhanov A.V.; Huida O.L.; Pavliuk M.V.; Pitsula Yu.I.; Khoroshyi A.M.; Ponomarenko K.A.; Sobolevska T.T.; LLC “Prodmashproekt” and an item in the Register regarding LLC “InfoTekh” as a dublicate.

According to the licensee’s applications, NCCIR has adopted the decision to issue six licenses for the service provision in telecommunications sector for a term of 5 years:

  • for engineering maintenance and telecom networks operation to:
    • LLC “X-CITY” (two licenses) – in the territory of Slavuta city and Khmelnytskyi city (Khmelnytskyi Oblast);
    • LLC “SHUSTRYI KOMP” – in the territory of Kyiv city;
    • LLC “AITILOHIKA” – in the territory of Kyiv city;
    • LLC “SUPERSERVIS” – in the territory of Kyiv city;
       
  • for the provision of fixed local telephony with the network capacity on to 10.000 phone numbers with the right of engineering maintenance and telecom networks operation, providing telecommunication channels for the use to State Enterprise “UKRAINIAN SEA PORTS AUTHORITY” and the copy of its license to Mykolaiv Branch Office of State Enterprise “UKRAINIAN SEA PORTS AUTHORITY” in the territory of Mykolaiv Oblast.

The Commission has extended the validity of two licenses to:

  • a sole proprietor Shcherbakov O.V. – a license for engineering maintenance and telecom networks operation (telecommunications networks) within Kherson city from November 20, 2018 till November 19, 2023;
  • LLC “Silver Telecom” – a license for the provision of fixed local telephony (except for departmental objects) with the right to create its own network with the capacity of more than 1.000 phone numbers in the territory of Kyiv and Zhytomyr cities, Zhytomyr Oblast from December 30, 2018 till December 29, 2023.

Moreover, according to the application of LLC “LUCKY NETWORK”, NCCIR has cancelled a license for engineering maintenance and telecom networks operation in the territory of Kyiv city.

The Commission has adopted the decision to extend the validity of three licenses for the use of radio frequency resource of Ukraine to:

  • a sole proprietor Sokolenko V.O. (two licenses) – for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) and for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) from December 29, 2018 till December 28, 2023 in the territory of Kirovohrad Oblast;
  • PJSC “KHARKIV ONLINE” – a license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) from November 07, 2018 till November 06, 2023 in the territory of Kharkiv Oblast.

In connection with the failure to provide documents confirming the payment for extending the validity of a license for the use of radio frequency resource of Ukraine, the Commission canceled the paragraph 4.2 of NCCIR decisions dated June 12, 2018 No. 308 on extending the validity of a license for the use of radio frequency resource of Ukraine to LLC “Bios - Kompiuter”.

Due to the licensee’s failure through his own fault to comply with the conditions, as specified in the license (non-compliance with the requirements of subparagraph 4.1.8 of paragraph 4.1 of License provisions for use of radio frequency resource of Ukraine), LLC “RADIO NETWORK” was refused to extend the validity of a license for use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Lviv Oblast.

In accordance with the paragraphs 10-12 of the Technical Regulations of Radio Facility and the Regulations on the Procedure and Form of Maintaining the Register of Radio Electronic Facilities and Radiating Circuits that may be applied in the territory of Ukraine in common bands (public radio frequency bands) (the Register of REF* and RC**), the Commission added the information to Section I of the Register of REF and RC concerning of digital radio relay transmission system (UltraLink-GX80 model, manufacturer “Intracom S.A. Telecom Solutions”).

Upon examination of the applications of LLC “TERAPRO” concerning the possibility of applying the particular type of REFs and RC in the territory of Ukraine, and according to the result of technical expertise on issues of electromagnetic compatibility of declared REF type, NCCIR identified as possible the use of five declared types of radio electronic facilities in the territory of Ukraine.
