Results of NCCIR meeting dated April 20, 2021
In accordance with the Law of Ukraine “On Radio Frequency Resource of Ukraine” the Commission extended the validity of five licenses for the use of RFMC of Ukraine to:
- KH – SITU, LLC - for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in Khmelnitsk Oblast from December 04, 2021 till December 03, 2026; a license for broadband radio access (a radio data transmission system using noise-shaped signal) in Khmelnitsky Oblast from September 25, 2021 till September 24, 2026;
- a sole proprietor Chabanov A.O. - for broadband radio access (a radio data transmission system using noise-shaped signal) in Mykolaiv Oblast from August 03, 2021 till August 02, 2026;
- Broadcasting, Radiocommunications and Television Concern - for radio link communication (radio link communication of fixed radio service) in Ternopil Oblast from August 24, 2021 till August 23, 2026;
- KOMLAYN, LLC - for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in Rivne Oblast from August 17, 2021 till August 16, 2026.
In connection with the failure to provide documents confirming the payment for the extension the validity of the license for the use of RFMC of Ukraine, the Commission revoked paragraphs 2.1 and 2.4 of NCCIR decision from 09.03.2021 № 86 to extend the validity of a license for the use of RFMC of Ukraine to a sole proprietor Isaev M.M. and TVP FORMAT, LLC.
The Commission revoked the license of DATAGROUP, PJSC for the use of RFMC of Ukraine for broadband radio access (radio communication in the data transmission system using noise-like signals) in the territory of Kyiv City and Kyiv Oblast with the subsequent revocation of operating permits.
The Commission has refused to Montazhtechservicezvyazok LLC to extend the validity of the license for the use of RFMC for broadband radio access (a radio data transmission system using noise-shaped signal) in Dnipropetrovsk Oblast due to violation by the applicant of the requirements for application deadlines.
Taking into account the letter of The National Сouncil of Television and Radio Broadcasting about revoke the broadcasting license to KP Rokytne district council of Kyiv Oblast TRK "Rokyta" (Rokytne, Kyiv Oblast) and the letter of Ukrainian State Centre of Radio Frequencies, State Enterprise, NCCIR has revoked to Broadcasting, Radiocommunications and Television Concern the permit for operation of RES of analog television broadcasting.
In accordance with the paragraphs 10-12 of the Technical Regulations of Radio Facility and the Regulations on the Procedure and Form of Maintaining the Register of Radio Electronic Facilities and Radiating Circuits that may be applied in the territory of Ukraine in common bands (public radio frequency bands) (the Register of REF* and RC**), the Commission added the information to Section I of the Register of REF and RC about four types of radio facility.
On the basis of notification, NCCIR made changes about TERNOMAKSBUS, LLC to “The Unified State Register of Postal Telecommunications Operators” and also entered information about two operators: TSMP POSHTA, LLC, which will provide services for mail receiving, mail processing, transportation and delivery of postal items; execution of consumers’ requests on postal transfers, execution of consumers’ requests on banking operations in the territory of Ukraine except the annexed territories; International services for mail receiving, mail processing, transportation and delivery of postal items, execution of consumers’ requests on postal transfers from the territory of the European Union and in the territory of EU, namely: Austria, Belgium, Bulgaria, Greece, Denmark, Estonia, Ireland, Spain, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Germany, Poland, Portugal, Romania, Slovakia, Slovenia, Hungary, Finland, France, Croatia Czech Republic, Sweden; also in Turkey, Belarus, Russia, Kazakhstan, Georgia, Moldova, Armenia, Azerbaijan, Great Britain, England, Lithuania, Latvia, Iran, Iraq, Syria, Lebanon, Jordan, Israel; a sole proprietor Pavliuk V.I., which will provide the same services in the territory of Ukraine, except annexed territories - services for international mail receiving, mail processing, transportation and delivery of postal items, execution of consumers’ requests on postal transfers from the territory of the European Unionб namely: Italy, Austria, Germany, Belgium, Luxembourg, the Netherlands, France, Great Britain, Denmark, Greece, Portugal, Spain, Finland, Sweden, Slovenia, Hungary, Slovakia, the Czech Republic, Poland, Croatia, Bulgaria and Romania.
Based on the results of consideration of a number of applications of the telecommunications operator INTERNATSIONALNI TELEKOMUNIKATSIYI, LLC regarding the procedure of re-issued of numbering resource, the Commission decided to withdraw the numbering resource with a capacity of 1,123,900 numbers used in 62 local telephone networks of this company.
At the same time, NCCIR has decided to re-register to INTERNATSIONALNI TELEKOMUNIKATSIYI, LLC a share of numbering resource with a total capacity of 270,800 numbers, due to the operator's need to change the number of numbering resources for further use in 26 local telephone networks.
The rest of the numbering resource of INTERNATSIONALNI TELEKOMUNIKATSIYI, LLC with a capacity of 853,100 numbers has been re-registered free of charge to the operator PJSC Ukrtelecom, as one used by consumers in the territory of 60 local telephone networks.
In order to protect the rights of consumers and prevent the premature termination of the provision of public telecommunications services, paragraph and decisions on withdrawal and re-registration of numbering resource in Dnipropetrovsk and Zaporizhia Oblasts come into force on May 1, 2021.
Switching of the remaining numbering resource should take place from July 01, 2021.
